For all of you that believe that any pct of moon gems help level weapon skills, this data will suggest otherwise.
I decided to test this using 280% moons and with 330% moons.
I have lvl 8 Phoenix and to get it to lvl 9, i need to activate it 520030 times according the CO website.
With what i believe, phoenix would level 3 times faster with 280% moons and 4 times faster with 330% moons. With what other people believe, it will level 3.8 times faster with 280% moons and 4.3 times faster with 330% moons

Here is the data.
I activated nix 100 times on both occasions and recorded the pct gained every 10 hits.
For 280% moons, this is the pct i gained every 10 hits
0.006 0.006 0.005 0.006 0.006 0.005 0.006 0.006 0.006 0.005 making an average of 0.00057 every hit. That means, at that rate, i would have to activate nix 100/0.00057 times = 175439 times (rounded up).
If all 280% moons counted, then the number of times i would have to activate it without using moon gems would be:
175439*3.8 = 666667 activations
If only 200% of these moons count, then the number of activations become:
175439*3 = 526316 activations
The percentage error of these two values is:
(666667-520030) /520030 = 28% error
(526316-520030)/520030 = 1.2% error

With 330% moons this is the data i obtained every 10 hits:
0.007 0.008 0.008 0.007 0.008 0.008 0.008 0.007 0.008 0.008
making an average of 0.00077 per hit. At this rate, i would have to activate nix 100/0.00077 times = 129870 times
If all 330% moons counted then the number of times i would have to activate it without using moon gems would be:
129870*4.3 = 558442 (rounded up)
If only 300% moons counted then the number of activations become:
129870*4 = 519481 (rounded up)
The percentage error of these two values is:
(558442-520030)/520030 = 7.3% error
(519481-520030)/520030 = 0.1% error

That means the accuracy of the 200% and 300% moons is 23 and 73 times more accurate than if it was 280% and 330% respectively.

If anyone has anything that can prove otherwise, id like to hear it

It only works in 100pc increments, thats been known for a long time. Same for things like summoning. Im not sure on all weapon skills, since i havnt done it personally, but on all that i have tried using moons to help lvl them, it only works in 100pc

like level ele - 1 phoenix takes 20000 uses, with 100 perc moons its 10000, ect

Tao magic skills are damage based.

920 692 259 damage for level 2 -> fixed tornado.

100 perc moons would cut it to 460kk, 200 perc to 230kk, then the rest to SPG to actually do the damage. (fractional moon like 3 ref for 120 perc may apply)

So if you had 200 perc moons, and were doing 5000 a zap at 120 to red devils, it would take around 46,000 zaps to level tornado.

skills that are based on activation rate are affected in the way as weapon skills. Spells like magic shield, stig and SoA, as well as Golem, ND and Water elf fall into this category.
Skills that are based on damage given or damage healed, do not apply to this system and are affect by any pct moons
